政府消息人士指，計劃將以八達通為單位，資助每月於港鐵、專營巴士、專級小巴、渡輪、電車使用超過$400元交通費的人士，資助扣減$400元後餘額的25%交通費，如以每月$1,000交通費為例，政府將扣減$400，並資助$600的25%，即$120；如以每月$600至$1,600交通費為例，受惠人士只需付八二至九二折的交通費。
消息人士指，計劃按月結算，受惠人士屆使可使用Andriod手機程式、八達通服務站或港鐵客戶服務站的特定拍卡機，資助金額將自動計算整月交通費，並直接增值資助額到八達通；最長三個月內需拍卡領錢。計劃將包括機場快線、機場巴士、跨境到羅湖、東鐵頭等，不包括的士、紅色小巴、村巴，所有優惠如港鐵全月通、長者$2乘車優惠等亦不受影響，料每年花費20億公帑，而非與港鐵股息掛勾。
