The Committee decided not to agree to the request for amendment to the OZP and the reasons were :
(a) the proponent had failed to demonstrate the feasibility of implementing the proposed layout and vehicular access serving the subject site which would affect the prospect of developing comprehensive residential developments on the subject site;
(b) there was insufficient information in the submission to demonstrate that the rezoning would not have adverse traffic impacts to the surrounding areas;
(c) insufficient information had been provided in the submission to demonstrate that the proposed development would not be susceptible to noise nuisances caused by the adjacent roads and the possible interim industrial/residential interface problems prior to full development of the subject site; and
(d) the interface problems between the proposed rezoning and the widening of Tolo Highway/Fanling Highway project and Fanling Bypass project had not been satisfactorily addressed.
