"Barrier free" means that the handicapped / wheelchair user can get on board without the assistance of others. Otherwise, this is not barrier free design.
You should report such case to traffic complaint unit and Equal Opportunities Commission. These drivers deserve unemployment and prosecution.

as i know the procedure of assisting wheelchair passenger should be:
1) put the bus in neutral, apply parking break
2) kneel the bus, open the door
3) deploy the ramp from their seat, or:
a.
as i know some of the KMB buses (ATR/3ASV) have a button right by the door
if the bus is equipped with this button, the driver should get out from the seat, get off the bus,
facing the driver seat (blocking any passenger to get on or off), then press the button to deploy the ramp
that way, the driver can prevent the ramp from catching people's toes. Also, it would be easier to control the crowd
b.
For some of the KMB new buses, driver needs to get out from the seat to deploy the ramp with their bare hands!
because the electric feature has been removed.
4)After ramp is deployed, driver should assist the wheelchair passenger to get on the bus and secure the wheelchair properly (such as seat bell)
5)After everything is set, continue the journey.
thats the proper procedure! but the problem is it may take too much time
and drivers may not want to do it!
