Actually, 968 and 969 was supposed to be opened after the operation of Tai Lam Tunnel.
However, before of overloading of 960, KMB and CTB decided to start the service almost
9 months ahead the schedule.
Another example is 276/P. In the RDP, 276 was called 76X and it supposed to have
15 minutes frequency for the whole day. However, it was so popular ( I have seen
over 300 people waiting for 276 in Sheng Shui Terminal ) , so that KMB open 276P
in order to be capable of demand.
