I would say that taking photos of buses in Singapore is still generally alright. As long as you do not take photos of them when you are inside the bus interchange or terminal. If you really need to take photos of them, you can always move to the exits of the bus interchange. A general rule of tumb is that never stay in a particular spot for too long (etc. 4hrs). Doing so will indeed cause the public to be suspicious of what you are doing outside the terminal/interchange with your camera aiming the buses.
