If you go to London, I don't think the policemen there will speak Chinese when you need help..
So I don't think it's a problem if the HK policemen speak Cantonese.

This is Hong Kong and not London. Chinese and English are official languages.
Basic Law Article 9 stipulates
In addition to the Chinese language, English may also be used as an official language by the executive authorities, legislature and judiciary of the Hong Kong Special Administrative Region.

Effective communication both within and outwith the Force
I don't think the policeman was dealing with those "foreigners" professionally. It is definitely NOT effective communication. Whether this is still quality service is in doubt.
